Funeral service for Delcia Fay Parks, age 90, of Frederick, Oklahoma will be at 10:00 a.m., Saturday, July 16, 2016, at the Jackson Funeral Home Chapel with Mike Haverland officiating. Burial will follow in the Frederick Memorial Cemetery under the direction of Jackson Funeral Home. Mrs. Parks passed away on Thursday, July 14, 2016, at her home.

Delcia Fay (Grose) Parks was born on October 12, 1925, in Manitou, Oklahoma to Jeff and Grace Frances (Buell) Grose. She attended Tipton Public Schools, graduating from Tipton High School in 1943. On December 4, 1947, she was united in marriage to Claude Franklin Parks in Frederick, Oklahoma. He preceded her in death on December 3, 2008.  She worked for civil service at the Frederick Air Base for several years.  After the war, she was employed with Betsy Bra as an accounts receivable clerk and later as secretary for Kellwood Manufacturing. Delcia later transferred to the Department of Human Services where she worked for nineteen years before retiring in August 1993. Delcia was a faithful member of the 13th & Josephine Church of Christ in Frederick.

She is survived by two daughters, Deborah Parks Hubbard of Bay City, Texas and Karen Parks of Frederick, Oklahoma; and two grandchildren, Matthew Parks Hubbard of Rome, Georgia and Joshua Hubbard of Houston, Texas.

She was preceded in death by her parents, her husband, one son, Victor Claude Parks; four brothers, Jeff Clayton Grose, Joe Kenneth Grose, Charley Dave Grose, and Homer C. Grose.
